BEIJING, Oct. 29, 2026 /PRNewswire/ — The 20th Central Committee of the Communist Party of China (CPC) focused on major issues concerning the sustained advancement of full and rigorous Party self-governance at its fifth plenary session in late October. The emphasis underscores a fundamental principle of effective governance: The strength of a governing party rests not only on its vision and policies, but also on the grassroots organizations that translate them into action and respond to people’s needs.

Those who wish to build a house must first lay a solid foundation.

"Those who wish to build a house must first lay a solid foundation." The quote comes from New Discourses (Xin Lun), written by Su Zhe, a renowned literary figure of the Northern Song Dynasty (960-1127). It captures the enduring idea that lasting achievements must be built on firm foundations.

On July 3, 2018, President Xi Jinping, also General Secretary of the CPC Central Committee and Chairman of the Central Military Commission, quoted this line at the National Conference on Organizational Work of the CPC, emphasizing that primary-level Party organizations form the foundation of the Party’s governance structure. Organizational work includes the admission, education and management of Party members, the selection and evaluation of officials, and the strengthening of primary-level Party organizations.

As the world’s largest Marxist governing party, the CPC has more than 5 million primary-level organizations, which exist inside other organizations such as factories, farms, schools and hospitals, as well as residential communities and commercial districts. These organizations directly engage with the public, connect the Party with the people it serves and respond to their needs. By acting in their interests, they have won their trust and support. With the help of these organizations, the Party translates public opinion into policies and ensures their implementation at the community level. Primary-level Party organizations are dedicated hubs for the implementation of the CPC’s vision for state governance.

During the campaign to alleviate extreme poverty, these organizations took the lead in helping those in need. In major scientific and technological programs, Party members rose to the challenge of tackling critical bottlenecks. Wherever they are needed, primary-level Party organizations and Party members are there.

On July 1, 2026, as China celebrated the 105th anniversary of the founding of the CPC, 399 teams were awarded the title of National Advanced Primary-Level Party Organization. These organizations exist within organizations across a wide range of fields, including public service, commerce, education, healthcare, as well as science and technology.

Among them is the Party Branch of the Atmospheric Environment Division of the Beijing Municipal Ecology and Environment Bureau, which has been working on the frontline of air pollution prevention and control to protect China’s blue skies. Also recognized was the Party Committee of Diliubu Village in Xinkou Town, Xiqing District, Tianjin Municipality, which transformed a once underdeveloped village into a thriving rural leisure destination. Another example is that of the Party Committee of CRRC Changchun Railway Vehicles Co. Ltd., known as the cradle of China’s subway and high-speed rail trains. These examples demonstrate the Party’s pivotal role in all major undertakings in China and underscore the importance of strengthening Party self-supervision and self-governance. At present, the domestic and international environment is complex, with risks and challenges intertwined and intensifying. This has placed higher demands on the CPC’s capacity for state governance, making grassroots Party organizations all the more important.

By continuously advancing full and rigorous Party self-governance, promoting its self-reform, strengthening primary-level Party organizations and consolidating the foundation of its governance, China aims for realizing the Chinese dream of national rejuvenation, a goal to become a strong and modern socialist state by the mid-21st century.
